PROBLEMATIC SOLUTIONS OF PROBLEM

Commonly known name of our country is “HINDUSTAN” ,the legal name of our country is “INDIA”.But as per Article I constitutional name of our country is “India” that is “Bharat” shall be union of states. It is very difficult to understand this nomenclature if constitutional obstacle at that time is not considered due to the fact that at that time we were governed and ruled by Britishers under the provision of GOVERNMENT OF INDIA ACT 1935. So at that time it may be our legal problem to accept the nomenclature of “India”, but today there is no such compulsion to continue to be known as name of our country as “India” and we can change our country's name by amending Article I of the constitution .Now a days and after analyzing way of ruling of all the institution of government,I am forced to conclude that the nomenclature in the constitution has got some meaning. People living in town , people enjoying power and having their support Influential class having power and money backing are enjoying in all sphere of life as being separate class and they deserve to be called as citizens of India , while people living in villages and poor people are citizens of “BHARAT”.These people don't deserve any amenities provided to citizens of India.

On governance of this country , after sufficient analysis , I want to tell a story. the story may be taken as a story of foolish person or story of an idiot. I shall not mind. People are free to think and form their opinion. But I am of firm opinion that lot of people will enjoy by going through story if they take the same seriously.

Now the story must be told taking name of 'god' as per our tradition and 'sanskar' which are often remembered when we are required as a last arms in our hand at the time when we have no other alternative to give a logical reply. Or we are on total loss of situation. We have pride only in saying of our 'SANSKAR' and not in following the same.Goswami Tulsi Das has written in Ramcharitmanas “par updesh kushal bahutere, je acharhin te nar na ghanere”

The story in our country runs as in some part of our country some poisonous plants have grown,its leaves were poisonous, its flowers were poisonous, its fruits were poisonous, and even winds passing through plants also have poisonous effects upon people. Peoples were dying in large number and people having money and power were getting treatment. Ultimately some idiot people started Big Rally for saving them from plants and its poisonous effects. RALLY was so powerful that it was not possible to ignore the same and RALLY was continuing for several months.

Later on some powerful and rich people took prominent position in RALLY for taking advantages, and some to frustrate the goal of RALLY. Anyhow one day government woke-up and announced his desire to set up an enquiry commission for suggesting means to get relieved from poisonous effects of plants as well as from plants it self .Participants of RALLY returned back to their homes in hope to get relief from poisonous plants. Money for commission was allotted. Now second phase of naming chairman, and its member was to be started. Now the turn was of influential persons to utilizes their pairvi has started . One influential person was champion in getting such assignment. He was in favourite list of government .In every government there is such list. Although such persons are retired high-ups, but they never retire from services by using their special quality. Really They are the successful people in life . They are special nut & bolt which can be fitted in every machine. One of such person was appointed to work as chairman of commission and two others were appointed member of commission. There after the search for office and staff of commission has started. The government was not in hurry. Time was passing and people's unrest was increasing. Sensing the public unrest one old building was allotted for working of commission and a board of commission was fixed with few staffs and they joined their duty. Firstly some furniture, stationary were ordered and percentages were taken. In the meanwhile term of commission has ended .Again its term was extended and hearing of commission started. On demand of public some scientists went and examined the poisonous plants and submitted their report. If shortly stated at the end of second term the commission submitted its interim report suggesting cutting of poisonous plants. In the meanwhile poisonous plants were growing and those plants have taken shape of tree .After tasting much dust in office the report was accepted and made public by next Govt. The next government directed the concerned department to submit A.T.R.(Action Taking Report) Cutting all the poisonous plants. Now in department file was opened and clerk submitted his noting suggesting cutting of poisonous plants by using Blades and then file went to table of head clerk who in turn suggested name of blade of specific company. The file came to table of junior officer,who has no vested interest and so he forwarded the file to his next senior ,who returned back file with endorsement. Why blade of this company?Again file fell to clerk, who replied that query be replied / meted by the Head clerk as he has suggested name of company. Head clerk firstly meat the junior officer and after consultation sent his noting. This time agent of company also participated in consultation . Behind the curtain everything was fixed in percentage. Then the junior officer submitted his noting to secretary of department. The secretary was an experienced officer and knowing all the tricks and he sent back file with endorsement 'Discuss'. Most of people will not be knowing the effect of 'discuss' in noting of officer. Its real meaning is to delay the matter till the officer so desires. Poisonous effects of now poisonous trees has taken lots of people in its effect and population of patients in Hospital was increasing and becoming out of control. People were dying again public protest was taking a new height. Now the political party in power at the time of declaring setting of commission was raising public protest. Now the time to 'discuss' has arrived and junior officer was called by secretary of department in chamber of Minister and questioned why file was not submitted earlier. He has also got experience and replied that he was not specifically directed to 'Discuss'. Similar were reply of Head clerk, and clerk. Anyhow the secretary endorsed the proposal of junior officer and Honourable Minister put his initial signature and order became final decision of government. But in meantime company has stopped to manufacture blade and they have started manufacturing 'Use & throw blades. Now the tern of other blades manufacturing company has come to play and they started campaign for purchase of blades financial rules were not followed and no Tender was invited. Certainly rules were not followed. So same procedure was followed and order was amended and Tender was invited for purchasing blades.But at last same company obtained the order for supply of Blades,and order was placed and Blades were purchased. Then labors were engaged for cutting poisonous plants,which have become trees now. When labors went to cut trees they started suffering deceases due to poisonous effects of trees and some cut their own palms and fingers.

when this matter came to knowledge of department an inter departmental enquiry was setup for providing treatment to injured labors and to submit detail report and to fix liability. The report was submitted that latest position was neither called for nor exact length of trees were taken into consideration at the time of purchasing blades. Now stems poisonous trees have become so hard that can not be cut by use of blades and decision was taken on the basis of six years old noting which have become irrelevant and at the time of cutting the trees as it was for cutting sapling small plants .Another commission was setup and whole matter took a U tern as described earlier,which again started consuming time .A subsidiary file started in matter of liability as well as for medical help to injured labors as well as in matter of labors already died due to injury and poisonous effects of trees. In the meanwhile number of poisonous trees were spreading like wild fire and it become jungle and panicky grips the people. Member of commission have gone to foreign tour to know about the methods of tackling the issue. After much deliberations commission suggested for cutting those poisonous trees by use of Axe. Now the government took precaution(in pressure of some one) to provide special cloths & helmates to labors for cutting those trees .After consuming/ eating much time in deciding supply of Axe, price of Axe, thekedars to supply labors,etc. Anyhow when finally labors went to cut those trees in forest the Forest department objected that 'no objection certificate' was not taken from Forest dept. Again wheel rolled back and file moved and even court's cases were filed and after lapse of much time on court's intervention Forest dept. issued "No objection certificate". Some people again approached court challenging purchase of Axe ,quality of Axe and supply of Axe, consuming much time. Ultimately labors went to cut those trees and collecting at some places and some fire caught the heap of cut trees and again cases were filed that no precaution was taken inviting fire tender to meet such accidental fire.

After cutting those trees for a long period it was felt that it is not possible to get rid from poisonous trees as number of trees were growing at much faster rate than it were cut. Seeing no other alternative again special commission was setup to get rid from those trees and again the old story was started,taking time as usual and next generation has taken charge of government, but neither there was change in procedure nor change in attitude of government. After consuming much time commission submitted its report suggesting cutting of those trees by use of machine. Again governmental procedure started functioning in their usual lethargic way in matter of purchase of machine, choosing company to supply of machine, employment of operator or cutting of trees by outsourcing. Ultimately cutting of those trees by use of machine by outsourcing has started. People were happy that now they will get rid from poisonous trees. Process is still going on. Poisonous trees are also increasing their numbers. From one side it is being cut while from other side it is growing and increasing in large number.

Their is no end of story. If correct decision were taken initially to cut and destroy those trees by use of machine and to continue the process then only the problem may have been solved or at least contained. These poisonous trees are symbolic to corruption, pairvi, misuse of wealth,misuse of power,greeds of influential persons. The solution of problem must be searched at beginning of problem and work must be started immediately otherwise problem will be aggravated to extent that it will go beyond control of government. I am sure that no one will take it seriously this story as it is history of this country.
